Alexander Vovin suggests that this is a loan from Old Japanese (wata, “sea; ocean”).

The above reads that Proto-Korean for "sea" may be a loan from Old Japanese. This hypothesis may be well falsified by checking up how thickly both words for "sea" are related to other terms respectively in reality, as per mass comparison as it were.
