1. VoIP makes use of the Realtime Transport Protocol (RTP) which is a User Datagram Protocol UDP stream. Unlike TCP, UDP is connectionless and has no in flow control mechanisms.
2. If TCP were used for applications such voice or video when there was packet loss due to congestion TCP would than retransmit the lost packets. These packets would then arrive late and would create additional distortion to the voice call or video stream. The retransmitted packets could also compound the congestion problem with more traffic.
