Scoping: description of requirements vs methodology based elaboration of requirements

Like the text a lot, as it carefully introduces to the description of requirements and will be helpful for technical writers. There should be a prologue to this article, however, that the article is nothing more than that: about technically writing up requirements. This is one part of Engineering. Another part of engineering is the identification and specification of requirements, which is done by an engineer preferably based on a methodology. A methodology for requirements engineering should ensure in the first place that the set of requirements is complete, and each requirements is explicit, precise, adequate, non-conflicting with other requirements.
