1. Background of the project (problem):

Uganda is currently grappling with the challenge of modernisation of agriculture, industry, financial sector, health, education, and the integration of equity in development by focusing on traditionally disadvantaged groups like women, rural communities, and the youths. Despite passing of the Uganda Communications Act, 1997, Information Communication and Technology remains poor which adversely affects the modernisation strategies in Uganda. According the UNDP Human Report of 2002, Uganda is at the bottom of countries with little access to ICT. This is worsened by the internal marginalisation of the rural communities that make up the majority of the population and generate most of the national income, hence, widening the rural–urban digital divide. Government in partnership with Prologica, a Portuguese Company dealing in ICT equipment and Soft ware in education are intending to implement the One–Laptop Per Child Project, however, their proposal lacks the teacher component in terms of training and facilitation. What is at stake is the outcome and sustainability of the project because digital divide is not merely an access issue and cannot be alleviated just by providing the necessary equipment. There is information accessibility, information utilization and information receptiveness. Students need to know how to make use of the information and communication tools once they exist within their School community. Training of teachers, therefore, can enhance the outcome of the project by providing reference and information services to help students learn and utilize the technologies to which they do have access.

2. Objectives :

To build the capacity of Secondary school teachers in information utilization, receptiveness and the integration of ICT their pedagogical practices.

3. Stakeholders :

To train one hundred and twenty (120) Secondary School Teachers in Kamuli District in so as to build their capacity in the use of ICT in teaching. 

4. List of Activities :

·        Training of the one hundred and twenty (100) Secondary School Teachers in Kamuli District on the integration of  ICT in teaching and information utilisation

·        Conducting an impact Assessment.

·        Writing the project evaluation report.

5. Expected result ; 

·        Increased knowledge and skills on information utilization and receptiveness. 

·        Increased sharing and utilization of information.

·        Improved quality of education.

·        Integration of ICT into secondary education curriculum.

6.  Actual result:

Ø  A written Project Evaluation Report on the use of ICT as a pedagogical tool to mitigate digital divide in secondary schools.

Ø  An institutional change towards the use of ICT in teaching in secondary schools.

Ø  Draft recommendations in scaling up the training of teachers in ICT in secondary schools based on the outcomes of the project change.
