this template is harsh. There is no "strictly prohibited." It's blocked perhaps.
But we have no actual usages of this template.
The procedure for requesting assistance refers to an en.wiki mailing list.Our page on [[IP block exemption}} is no help at all, other than to explain what it is. How should a user request it for Wikiversity? Or globally? That should be fixed. --Abd (discuss • contribs) 03:09, 1 September 2015 (UTC)
