Works out the appropriate link for creative commons licenses (relatively robust to how the text is formatted). Anything not starting "CC" won't be formatted as it's assumed it's not a creative commons license.
Usage edit
The template will ignore case and dashes. If no number is specified, it'll be assumed to be version 4.0.
