editA person who uses a computer that is not connected to the Internet.
Nonliner
editA person who very rarely, or never, uses the Internet, mostly because they do not have access to it or the possibility to have access to it. With the countries involved in TAO, there is a small chance that a persons is actually not having any possibility to have access to the Internet, with the exception of some very remote locations with no connection possibilities. Therefore, most of the people who do not have access to the Internet will be considered as offliners.
