The best way of doing this would be to develop scenarios (or user stories) and describe the use cases in varying degrees of detail. The scenarios could be developed with students who have been through a social entrepreneurship or services-based learning course and have experience of the challenges faced, and ideas of how the process could be supported.
I made a template for use cases. Here is an example:

Though it might be easier to simply have people describe the scenario in plain text first.
Follow this up with a workshop to prioritise and plan the development process.
