This definition is much too broad. Work organization does not comprise "scheduling the working hours, deciding the pace of the work, improving the relationships between the worker and coworkers and the supervisors ect." It is also problematic to assume that the participants have a "common goal" or that the work organization is the result of a mutual "agreement".
